SWOT analysis
Very weak Very weak
Paired instrument: SWOT analysis questionnaire
SWOT sorts factors into Strengths, Weaknesses, Opportunities, and Threats. It is the most widely used and most widely abused strategy tool.
- Strengths: internal, helpful.
- Weaknesses: internal, harmful.
- Opportunities: external, helpful.
- Threats: external, harmful.
Evidence: Very weak. There is no evidence that SWOT improves decision quality, and some reason to think it harms it: it produces unranked lists, mixes magnitudes, invites consensus platitudes, and encourages internal factors to be labelled strengths with no comparison point. Its survival is due to familiarity and low cost. If you use it, the TOWS pairing step is the only part that produces a decision.
Use when: opening a strategy or diagnosis conversation with a mixed group who need a low-barrier shared frame.
Do not use when: you need a decision. SWOT produces four lists, not a choice.
Why most SWOTs are useless
- They generate unranked lists that nobody prioritizes.
- Everything internal that is good becomes a "strength", with no comparison point. A strength is only a strength relative to a competitor or a demand.
- They mix magnitudes: "great culture" beside "coffee machine is broken".
- They stop at the grid. The grid is the input, not the output.
Making it useful: the TOWS step
Convert the grid into strategy options by pairing quadrants:
| Pairing | Strategy type | Question |
|---|---|---|
| S + O | Attack | How do we use a strength to seize an opportunity? |
| S + T | Defend | How do we use a strength to neutralize a threat? |
| W + O | Build | What weakness must we fix to take this opportunity? |
| W + T | Avoid | Where are we exposed and weak? What do we exit or mitigate? |
Each pairing should yield a named option with an owner. That is the deliverable.
Discipline rules
- Cap each quadrant at five items, forced-ranked.
- Every item needs evidence and a comparison point.
- Internal vs. external is a hard line: "the market is growing" is not a strength; "we hold 40% share of a growing market" is.
- Time-stamp it. A SWOT is valid for a quarter at most.
Examples by audience
Health care: strength "specialist stroke unit with sub-30-minute door-to- needle time"; threat "regional reconfiguration may move the service". S+T pairing produces a concrete case-making strategy, not a wall of adjectives.
Software: weakness "no automated deployment; releases require a two-week freeze"; opportunity "enterprise customers demanding faster security patches". W+O is a direct investment case.
Executive: use SWOT only as an input to a real strategy process. Its value at board level is surfacing disagreement about what is external and uncontrollable versus internal and fixable.
Limitations
- No causal structure, no prioritization, no data requirement.
- Encourages consensus lists that hide disagreement.
- Better external analysis: pestle-analysis, Porter's five forces. Better internal analysis: mckinsey-7s-framework.
